No. It covers conduct, capital, disclosure and complaint handling on the platform. Loans you fund are still subject to borrower default — there is no deposit-insurance equivalent.

Yes — once authorised in any EU member state, the platform can offer services to retail investors across the EU without a separate licence, subject to notification to the host regulator.
